Q: If I build extensions for a client do they have to buy ChromiCode?

No!  Provided you have a developer license you can create extensions for clients and they do not need their own ChromiCode license.

Q: Are there any other expenses or costs?

Google charges a small fee of $5 for an account that lets you upload your extensions to their store. You can list up to twenty extensions for that $5 fee.  That's just 25 cents per listing!
